They appear in order of relevance at least what the Google algorithm considers to be most relevant and ranks them accordingly. Indexing and ranking are not the same thing. Indexing simply means that Google knows that a particular web page exists and that the web pages carry keywords related to any search and this is when your stats counter will register a hit; this does not mean someone has visited your site; it just appeared somewhere in the rankings. Your website could have been in the millionth position.
So when a search engine optimiser talks about your website getting a million hits, it could mean you haven't had a single visitor. I talk to other website optimisers who call us looking for subcontracts, (something we never do) and many don't even understand the difference between indexing and ranking. Worrying that these people are actually operating and providing search engine optimisation services to unsuspecting website owners.
My best guess is that you trotted off to a local website design company believing that they knew how to build websites. I would also assume that you were influenced by price and the pretty designs of other websites they had designed. Understandable but now you realise that this was not a good business decision because your website is earning you the money you believed it would.
